The Pairs Rule
The cost steps up every two levels: 25, 25 → 45, 45 → 65, 65 → 85, 85.
Finish a level → the next one costs the same → close the pair before you switch weapons

Your plan
- Finish pairs. Stopping at an odd level leaves a same-price level waiting. Plan parts for two levels at a time.
